Sindh Govt’s PPRP Playing Prominent Role in Construction of Low-Cost Houses


Who does not love his/her houses whether it is a small one. But it is a wish of everyone that he should own a house – a shelter which could protect the dwellers from sunlight, cold and rainwater. No matter if the house is not luxurious, but it should completely fulfill human needs associated with the house. All the houses in villages are made of mud. No one is certain when the weak houses constructed on soft ground will crumble and wash away by rains.
Sindh fovernment’s Peoples’ Poverty Reduction Programme (PPRP) has also proved such a source. On the one hand, this marvelous programme is becoming a source of reducing poverty by implementing other methods and PPRP’s “Low-Cost Housing Scheme Component” as well as it is proving helpful in fulfilling the biggest desire of the rural families on the other hand.
Sindh Rural Support Organization (SRSO) is performing its duty as implementing partner of the programme. Community Organization (CO), Village Organization (VO) and Local Support Group (LSO) formed under the programme are playing a key role in activating the communities and all activities being performed under the programme.
First of all, rural women included in Community Organization prepare a micro investment plan. According to the plan, amounts received by the women under PPRP’s “Low-Cost Housing Scheme” are used for implementing the planning with regard to construction of houses along with other tasks.
Marvi is a name for courage and resolve, purity of passions and a continuous struggle. Marvi, a resident of Thatta’s Khamaiso Samo, wanted to study in her childhood. She possessed passion for service of humanity since her childhood. An unfulfilled dream of becoming a doctor was still alive in her innocent eyes. Her parents were poor and they had to reconstruct their cottage washed away by heavy rains. They had neither electricity nor clean drinking water. Availability of gas was out of question. They had to prepare food by burning woods and make arrangements for two-time meal through hectic hard work.
Marvi was married off in so young age when she had to play yet. Now she was caring for her children. Her husband was a labourer. They used to take food when her husband brought a meagre amount otherwise they had to sleep with an empty stomach.
She was too much worried about her house as each woman has a dream of her own house. Marvi’s house resembled her parents’ – muddy, worn-out and too much weak. It was insufficient for her increasing family. It has only one small room – full of suffocation – where neither moonlight nor rays of clear sunlight could enter. All these things were very painful for Marvi. She did not open her heart to anyone. But she used to pray in her mind without lodging any complaint for the better future and good life of her children as well as for her house.
Marvi being a courageous, determined and strong-willed woman was living with her husband with hard work and dedication. She was a very active part of her village’s Village Organization. She actively participated in welfare tasks and helped the people in their grief. She was fully performing her domestic and social responsibilities.
Lauding courage, dedication, honesty and responsible attitude of Marvi, Village Organization decided to support her. Under the Low-Cost Housing Scheme, SRSO gave her an amount of Rs110,000 for the construction of a house. She wanted to use this amount for the construction and progress of her house. For this reason, she herself decided to construct her house. She constructed two spacious rooms, a kitchen and a toilet besides allocating some portion of the courtyard to grow vegetables. The most important construction was a toilet so that the family members not defecate in the open and live a health life in a clean environment. Her husband and children supported her. In a short period, her dream was fulfilled.

سندھ گورنمنٹ کا مفید پروگرام غربت میں کمی کے مختلف طریقوں پر عمل پیرا ہے۔ صوبہ سندھ کے زرخیز ضلع ٹھٹھہ کے خوبصورت گاﺅں عارب سولنگی میں آباد گھرانوں کو اپنی زمین، اپنی مٹی اور اپنے لوگوں سے بے پناہ لگاﺅ ہے ۔ یہاں کے لوگوں کے دکھ ، سکھ سانجھے ہیں۔ مختلف مذاہب سے تعلق رکھنے والے افراد انسانیت کے عظیم رشتے میں بندھے ہیں ۔ عید ہو یا بقرعید، ہولی ہو یا دیوالی، ایسٹر ہو یا پھر کرسمس سب ایک دوسرے کی خوشیوں میں شامل رہتے ہیں ، گاﺅں میں بجلی نہیں ہے تو ظاہر ہے اندھیروں کا ہونا یقینی ٹھہرتا ہے۔۔۔ لیکن دلوں میں بسے اُجالے تیرگی میں بھی روشنی بکھیرے رکھتے ہیں!! یہاں کی زندگی میں پریشانیاں بھی ہیں، الجھنیں اور مشکلات بھی، لیکن باہمی مشاورت، حکمت عملی اور فیصلہ سازی کا عمل پریشانیوں، الجھنوں اور مشکلات کے ہر ممکن حل میں معاون ومددگار ثابت ہوتا ہے۔ عارب سولنگی میں قائم ویلیج آرگنائزیشن کا نام ’ ’اتحاد“ ہے جو کہ حقیقتاَ اسم با مسمیٰ ہے، یہ باہمی اتحاد و یگانگت کی مثال ہی تو ہے کی گاﺅں کے پانچ گھرانوں کے لیے بزنس ڈیولپمنٹ گروپ کا قیام عمل میں لایا گیا، سندھ گورنمنٹ کے پیپلز پاورٹی ریڈیکشن پروگرام کے تحت قائم ویلیج آرگنائزیشن اتحاد نے اُن پانچ گھرانوں کو بزنس ڈیولپمنٹ گروپ میں شمولیت کے لیے نامزد کیا کہ جو نہایت کسمپرُسی کی زندگی گزار رہے تھے ، ان گھرانوں کی کفالت کے ذمہ دار مرد حضرات محنت مزدوری کی تلاش میں صبح سویرے گھروں سے نکلتے ، پاس قریب کے گاﺅں میں جاتے ، شہرکے بازاروں میں گھومتے ، کوئی عمارت بنتی نظر آتی تو وہاں کھڑے ہوجاتے کہ شاید کوئی کام مل جائے ، سبزی اور فروٹ منڈی میں گاڑیوں پر پیٹیاں لدوا کر کچھ پیسے ضرور مل جاتے تھے۔
لیکن وہ پیسے تو دوپہر کا کھانا ، چائے پانی اور کرائے بھاڑے میں ہی کھپ جاتے تھے ،جیب بلاآخر خالی کی خالی ہی رہتی۔۔۔ غرضیکہ روٹی روزی کی تلاش میں ہر کوشش، ہر جتن کرتے دن گزر جاتا اور پھر شام ڈھلے نامراد گھروں کوواپس لوٹنا پڑتا، مردوں کو خالی ہاتھ واپس آتا دیکھ کر گھر والوں کی امید بھری نگاہوں میں اداسی سی چھا جاتی ، آنکھوں سے آنسو چھلک جاتے ، حوصلے ڈگمگا جاتے، ارادوں کو کمزوری وحشتوںکے بڑھتے احساس کواور قوی کردیتی تھی۔ اس مشکل ترین صورتحال میں گھروں کی خواتین نے آگے بڑھ کر ساتھ نبانے کا فیصلہ کیا۔ ستابی، شریفاں، کوثر، رحیماں اور جنت بی بی نے ٹوکریاں بنانی شروع کیں، تو کپڑے بھی سلائی کیے، کبھی بکریوں، بھینسوں کا دودھ دھوکر اُجرت حاصل کی توکبھی رلّیاں اور کھیس بنا کر، غرضیکہ جس سے جو ہوسکا اس نے وہ کیا۔
لیکن یہ سب کچھ ہرگز ایسا نہیں تھا جو ان خاندانوں کے حالات زندگی میں تبدیلی لا پاتا، ان گھرانوں کے بچوں کو اسکول بھیج پاتا، اچھی غذا، اچھا لباس اور صحتمندانہ زندگی فراہم کر پاتا، لیکن وہ کہتے ہیں نہ کہ صبر کا پھل ہمیشہ میٹھا ہوتا ہے، آزمائشیں پریشانیاں کتنی ہی طویل کیوں نہ ہوں بالآخر ختم ہوجاتی ہیں۔۔۔ اور پھر ہوا بھی ایسا ہی ۔۔۔ سندھ گورنمنٹ کے ساتھ نے وہ کچھ کر دکھایا جو تبدیلی بھی لایا اور خوشحالی بھی۔
بزنس ڈیولپمنٹ گروپ کی تشکیل ہوئی اور سندھ رورل سپورٹ آرگنائزیشن (سرسو) نے310000 روپے تمام ترضروری کاروائی کی تکمیل کے بعد گروپ کو دے دئیے، پھر گروپ نے پلان کے مطابق 12 بچھڑے 240000 کے خریدے ، ان کے لیے12000 کا باڑا (شیڈ) بنوایا، بچھڑوں کے کھانا ، پانی کے لیے 6000 کے کونڈے لیے گئے اور باڑے کے باہر 10000 کا بورڈ بھی بنوا کر لگوایا گیا تاکہ دیکھنے والی عوام کو اس کاوش کے بارے میں معلومات حاصل ہو سکیں، باقی کی رقم بھی ایسے ہی ضروری کاموں پر صرف ہوئی۔ بچھڑوں کا خریدا جانا ، باڑا بنوانامنزل کی جانب اٹھنے والا پہلا قدم تھا اس سفر میں خوشیوں کے،کامیابیوں کے مزید مقامات بھی آئے، بچھڑے بڑے ہوئے تو تین کو تو4 لاکھ میں بیچ دیا گیا اور اس رقم سے مزید مویشی خرید لیے گئے ،باقی 9 میں سے 6 کوکھیتی باڑی کے کام میں استعمال میں لیا گیا تو آمدنی میں چار گُنا اضافہ ہوگیا، مویشیوں کی افزائشِ نسل بھی آمدنی میں خاطر خواہ اضافہ لے آئی ، پھر ان سے ملنے والا دودھ گھروں میں بھی استعمال ہوا اور فروخت بھی کیا گیا۔۔۔ بس پھر کیا تھا پانچ گھرانوں کی قسمت ایسی بدلی کہ لوگ رشک کرنے لگے !!
یہ سلسہ تھما نہیں ، نہ صرف گاﺅں عارب سولنگی بلکہ ٹھٹھہ کے دوسرے گاﺅں میں بھی مزید بزنس گروپس بنے اور مجموعی خوشحالی کے تصور نے حقیقت کا روپ دھار لیا، آج ڈسٹرکٹ ٹھٹھہ کے خوشحال گھرانے، بزنس ڈیولپمنٹ گروپس کی صورت میں کامیابی و کامرانی کی راہوں پر گامزن ہیں اور حکومت سندھ کی غربت میں کمی کے حوالے سے کی گئی مخلصانہ کوششوںکے تہہ دل سے معترف ہیں۔

KARACHI - Peoples’ Poverty Reduction Program launched by Sindh government bears significant importance with regard to poverty-alleviation. This ongoing program is not less than a blessing for the residents of Sindh’s six districts – Thatta, Badin, MirpurKhas, Umarkot, Sanghar and Khairpur. Under the program, implemented by the Sindh Rural Support Organization (SRSO), poor families are being provided with support in the form of income generation grant and interest-free loans through the Community Investment Fund, with an objective to make them self-reliant enabling them to improve their livelihood.
Provision of vocational training to youth was an important part of the Peoples’ Poverty Reduction Program. Training of boat-making to the youth of Abdullah Toyo Village was one of the training programs that were offered to the youngsters of the area, Fifteen youngsters of the village located near Keenjhar Lake who were either unemployed or were trying to make ends meet with a meagre income and part-time jobs were nominated for the training through the Village Organization. The participants of 30-day boat-making training were also given Rs 6,000 as Travelling Allowance (TA) and Daily Allowance (DA). Moreover, the Sindh Rural Support Organization provided the rent of the training place and cleanliness arrangements. These youngsters said that they benefitted from the 30-day training program. These youths living near the beautiful lake said that they were thankful to Allah Almighty and the Sindh government for arranging the training for them. The participants of the training programme were of the view that they were now able to make the best boats as well as they could make their dreams of a bright and successful future true by making the boats and adopting boat-making as a source of income.
SRSO District Manager Ahmed Khan Soomro, while talking about the tasks after the successful training, he said that the training and the manufactured boat was the first step toward the journey of success. “Our objective was to take the skilful youths and their backward families towards the destination,” he added. Ahmed Khan Soomro said that a business development group comprising five families would be formed and that group would receive Rs 250,000. “The business group would be able to use this boat for fishing. For this purpose, the group would also be provided a net and ice boxes,” he maintained.

Its excellent example is the training of boat-making to the youths of Abdullah Toyo Village, Thatta. Fifteen youths of this village located near Keenjhar Lake either unemployed or making both ends meet with a meager income and part-time jobs were nominated for the training through the Village Organization.
After their nomination, a place was selected for their training. After completing these two basic matters, the Sindh Rural Support Organization arranged a trainer for them.
The participants of 30-day boat-making training were also given Rs 6,000 as Travelling Allowance (TA) and Daily Allowance (DA). Moreover, the Sindh Rural Support Organization provided the rent of the training place and cleanliness arrangements. Enthusiasm and yearning of the under-training youths not only benefited from the 30-day training program but also they made a strong and standard boat.
These youths living near the beautiful lake are very happy now. They are thankful to Allah Almighty and the Sindh government for arranging the training for them.
The participants are of the view that they are now able to make the best boats as well as they can make their dreams of a bright and successful future true by making the best boats and adopting boat-making as a source of income.

صوبہ سندھ کے چھ (6 ) اضلاع میں ، باہمت اور حوصلہ مند نوجوانوں کو ووکیشنل ٹریننگ کی فراہمی پیپلز پاورٹی ریڈیکشن پروگرام کاایک اہم حصہ ہے ۔ ٹھٹھہ کے گاؤں عبداللہ ٹویو کے نوجوانوں کو کشتی سازی کی تربیت اسکی ایک زبرددست مثال ہے۔ کینجھر جھیل کے نزدیک آباد اس گاؤں میں قائم ویلیج آرگنائزیشن کے ذریعے اُن 15 محنت کش نوجوانوں کو ٹریننگ کے لیے نامزد کیا گیا جو پہلے بے روزگار تھے یا پھر محدود / وقتی روزگار اور انتہائی قلیل آمدن کے تحت بمشکل تمام اپنا گزر،بسر کررہے تھے ۔ٹریننگ کے لیے نامزد ہوجانے کے بعد انہی 15 افراد کی جانب سے ٹریننگ فراہم کی جانے والی جگہ کا تعین بھی کیا گیا ۔ ان دو بنیادی امور کی تکمیل کے بعد سندھ رورل سپورٹ آرگنائزیشن کی جانب سے ایک ٹرینر کا انتظام کیا گیا ۔
تیس دنوں پر مبنی کشتی سازی کی اس ٹریننگ میں شریک نوجوانوں کو فی کس چھ ہزار روپے ٹی اے ڈی اے کی مد میں فراہم کیے گئے ۔مزید برآں ٹریننگ کی جگہ کا کرایہ اور صفائی ستھرائی کے انتظامات کی فراہمی کو بھی سرسو کی طرف سے ہی ممکن بنایا گیاتھا ۔
یہ ٹریننگ حاصل کرنےوالے نوجونوں کا شوق اورجذبہ ہی تھا کہ تیس دنوں میں نہ صرف اس تربیتی پروگرام سے پوری طرح استفادہ حاصل کیا گیا بلکہ ایک مضبوط اور معیاری کشتی بھی بنا لی گئی خوبصورت جھیل کے قریب رہنے والے یہ نوجوان اب بہت خوش ہیں اور خدا کے بعد حکومت سندھ کے شکر گزار بھی۔ ان نوجوانوں کا کہنا ہے کہ اب ہم اس قابل ہوں چکے ہیں کہ نہ صرف بہترین کشتیاں بنا سکیں گے بلکہ کشتی کو آمدنی کا زریعہ بنا کر ، روشن اور کامیاب مستقبل کے لیے دیکھے گئے اپنے خوابوں کو سچ کر سکیں گے ۔
ڈسٹرکٹ منیجر سر سو احمد خان سومرو کا کامیاب ٹریننگ کے بعد کیے جانےوالے کامو ں پر بات کرتے ہوئے کہنا تھا ٹریننگ اور اس کے نتیجے میں بننے والی کشتی، کامیابی کے سفر پر بڑھایا جانے والا پہلا قدم ہے ۔ ہنرمند نوجوانوں اور اُنکے پسماندہ گھرانوں کو منزل پر پہنچا نا ہمارا مقصد ہے ۔ ۔ ’ ’اب پانچ ( 5)گھرانوں پر مشتمل بزنس ڈیولپمنٹ گروپ تشکیل دیا جائے گا ،پھر ڈھائی لاکھ روپے اس گروپ کو فراہم کیے جائیں گے ، تیار کی جانے والی کشتی بھی اس گروپ کی ملکیت ہوجائے گی، بزنس گروپ یہ کشتی فشنگ کے لیے استعمال کر سکے گا اس کے لیے انہیں جال اور آئس باکس بھی مہیا کیے جائیں گے ۔ “ احمد خان کے لہجے سے جھلکتا عزم اُنکی آرگنائزیشن کی مخلصانہ کاوشوں کا شاہد تھا!۔
خواتین کو سلائی ،کڑھائی کی تربیت ، دیہی عورتوں کو معاشی طور پر مستحکم بنانے کا عزم ! ٹھٹھہ ہی کے گاؤں دریاخان جت میں فراہم کی جانے والی سلائی کڑھائی کی تربیت نے نہ صرف پسماندگی کا شکار خواتین کوہنرمند بنا یا بلکہ انکی خوداعتمادی کو بھی جلاِ بخشی ۔ ٹریننگ میں شامل بیس (20) خواتین کا عزم وحوصلہ ، ارادے ، شوق و جذ بہ قابلِ دید تھا ۔ سب سے پہلے عاصیہ نے بات شروع کرتے ہوئے کہا کہ ہم اپنی زندگی میں بہت کچھ اچھا کرنا چاہتے ہیں لیکن ہمارے اردگرد کا فرسودہ ماحول ہما ری پستی کا سبب بنا ہوا ہے ، پیپلز پاورٹی ریڈیکشن پروگرام کا ہمارے گاؤں میں آنا ، گھُپ اندھیروں میں جلتے کسی چراغ کی
مانندہے۔ زاہدہ نے اپنے خیالات کا اظہار کچھ اسطرح کیا، دیہی خواتین کو معاشی طور پر مستحکم بناتا یہ پروگرام کسی نعمت سے کم نہیں ، ٹریننگ حاصل کرنے کے بعد ہم ایک سوٹ کی سلائی کے عوض 400سے 500روپے کمانے کے قابل بن چکے ہیں، ٹی اے ڈی اے کی رقم سے اب ہم اپنی سلائی مشین خریدیں گے اوربھرپورمحنت سے اپنے مالی مسائل کافی حدتک کم کرسکیں گے ، سندھ گورنمنٹ اور سرسو کا جتنا شکریہ ادا کیا جائے کم ہے “ ۔
موقع پر موجود شریفاں بی بی، جنکا تعلق گاؤں دریا خان جت ، تعلقہ گھوڑا باڑی کی یو ،سی اداسی سے ہے اور جو پہلے ہی یہ ٹریننگ حاصل کر چکی ہیں ، نے بتایا کہ پہلے چھوٹے ،موٹے کام کرکے بمشکل تمام تین سے چار ہزار روپے مہینہ آمدن ہوتی تھی ،لیکن پھر میں نے سندھ گورنمنٹ کے پیپلز پاورٹی ریڈیکشن پروگرام کے تحت تیس دنوں پر مبنی سلائی کی ٹریننگ حاصل کی ، ٹریننگ حاصل کرنے کے بعد میں نے ایک سلائی مشین خریدی اور سوٹ تیار کرنا شروع کیے ، یہ میری بھرپور محنت اورلگن کا ثمرتھاکہ شروعات میں ہی مجھے ماہانہ 15000کی آمدنی ہونے لگی تھی ، کچھ عرصے بعدپیسے جمع کرکے میں نے ایک اور مشین خرید لی اور ایک ہنر مند عورت کو بھی اپنے ساتھ کام میں شامل کرلیا جس سے آمدنی میں مزید اضافہ ہوگیا ۔میرے حالات ِزندگی بدلنا شروع ہو گئے تھے ، اب میرے بچے ا سکول جانے لگے ہیں ،پہلے گھر میں اندھیروں کا راج تھا لیکن اب چھو ٹا سولر پینل اور بیٹری لگا لی گئی ہے جس سے گھر جگمگا اٹھا ہے ، بچے اب شام کو گھر میں دیر تک آرام سے پڑھتے رہتے ہیں ، پہلے ہمارا دال ، سبزی پر ہی گزارا تھا لیکن اب گوشت بھی بننے لگا ہے اور پھل فروٹ بھی آجاتے ہیں ، ہمارا ارادہ ہے کہ اب گھر میں لیٹرین بنایا جائے تاکہ رفع حاجت کے لیے باہر کھلے میں نہ جانا پڑے ، اور صفائی ستھرائی کے طریقوں کو اپنا کر صحتمندانہ زندگی گزاری جائے ، سرسو کی جانب سے بنایا جانے والا بہترین تنظیمی سرکل جس میں محلے کی سطح پر بنائی جانے والی کمیونٹی آرگنائزیشن،پورے گاؤں کے لیے ویلیج آرگنائزیشن اور یونین کاؤنسل کی سطح پر لوکل سپورٹ گروپس شامل ہیں، اپنی مثال آپ ہے، یہ تنظیمی گروپس ہمیں آپس میں جوڑے ہوئے ہیں ، باہمی مشاورت اور فیصلہ سازی کا عمل مسائل میں کمی لارہا ہے ، ہماری خوداعتمادی میں اضافہ ہوا ہے ، کرونا وائرس سے بچاﺅ کے لیے ان تنظیموں نے آگاہی پروگراموں میں بڑھ چڑھ کر حصہ لیا جسکا فائدہ گاؤں کے ہر گھر کو پہنچا ہے۔یہ تمام تر تبدیلیاں سندھ گورنمنٹ کی مدد کی وجہ سے رونما ہوئی ہیں ۔
موبائل رئپیرنگ ٹریننگ ،نوجوان بنے ہنرمند ، کھلے بہتر روزگار کے دروازے! ٹھٹھہ کے گاؤں ابراہیم جت میں15 نوجوان لڑکوں پر مشتمل گروپ نے موبائل رئپیرنگ ٹریننگ حاصل کرکے اپنے آپ کو اس قابل بنا لیا ہے کہ وہ اب اپنے لیے کامیاب روزگار کے مواقعوں کا حصول ممکن بنا سکیں ، گروپ میں شامل لڑکوں نے مجموعی طور پر اپنے خیالات کا اظہار کرتے ہوئے کہا کہ پہلے ہم محنت مزدوری کے سلسلے میں دربدر گھومتے پھرتے رہتے تھے ، کبھی کوئی کام مل جاتا تھا تو کبھی ناکامی کا سامنا کرنا پڑتا تھا، ہم مایوس تھے اور دلبرداشتہ بھی، لیکن پھر ہمیں سندھ گورنمنٹ کے پروگرام کی بابت ہمیں یہ ٹریننگ دی گئی جسے ہم نے بہت محنت اور ذوق وشوق سے مکمل کیا ،ہمیں 4500 بھی ’ ’ ٹی اے، ڈی اے “کے عوض ملے ہیں ۔
اب ہم مطمئن ہیں ، ہم ہنر مند بن چکے ہیں ،ہمارے گاؤں میں بہت سے لوگوں کے پاس موبائل ہیں لیکن موبائل رئپیرنگ کی دکان صرف ایک ہی ہے، ہمارا ارادہ ہے کہ اب ہم موبائل کی دکانیں قائم کرئیں گے جہاں نہ صرف موبائل ٹھیک کیے جائیں گے بلکہ موبائل ایسیسیریز بھی دستیاب ہوں گی، موجودہ دور میں اس کام کی بہت ڈیمانڈ ہے اور یہ کام نفع بخش بھی ہے ، ہم امید کرتے ہیں کہ دکان کھلنے کے بعد ہم روزانہ 1500 سے 2000 تک کما سکیں گے ، ہم اپنے مستقبل کے خوابوں کو سچ ہوتا دیکھ رہے ہیں ، سندھ گورنمنٹ اور سرسو کا دل کی گہرائیوں سے شکریہ ادا کرتے ہیں ۔

A single unpaved road connects the village of Jan Muhammad Laghari to the nearest town of Miro Khan in District Qambar Shahdadkot, Sindh. The area is fertile. Maize fields stretch for miles on either side of the road and fish ponds dotting the landscape shimmer under the harsh sun. But life is hard for those who live of these lands. There are no hospitals and few functioning schools, and most people are landless peasants who lack the means to travel to Miro Khan to access the few government services available there.
Growing up in this remote village, Sameera was among the lucky few who were able to complete primary schooling. A local landlord had offered a few rooms to Raza Mohammad Jamali, a government appointed school teacher who held classes here. Each day girls and boys of various ages sat together practicing basic arithmetic and learnt to read and write in Sindhi and Urdu.
Master Jamali, Sameera recalls, was a dedicated teacher who travelled to the village each day, ensuring that all the students in his class completed primary schooling. But the arrangement only lasted for a few years. Jamali was appointed to another school and the teachers sent to take his place often did not show up.
Sixteen years later, Sameera now a mother of five, worried for her children’s future. Without a functional school, a whole generation of children in the village were being denied an education. “When children don’t go to school, they play in the streets all day and pick up bad habits. They fight with each other and involve their mothers. The entire community suffers,” she says.
Sameera says some people could afford to send their children to schools in Miro Khan but most could not pay for transportation. And even for those who had the means, sending girls outside the village to study was unimaginable. Three years ago, the women in Jan Muhammad Laghari formed community organisations as part of the European Union (EU) funded SUCCESS project implemented by Sindh Rural Support Organisation (SRSO) a member of the Rural Support Programmes Network (RSPN).
The EU funded SUCCESS project is based on the RSP’s model for participatory development built on the idea that even the poorest and most marginalised people have the ability to pull themselves out of poverty if they organise themselves into their own institutions. Once they are organised they can better manage their own limited resources and demand access to government resources and services.
SUCCESS also supports the Government of Sindh in developing and implementing a province wide Community Driven Local Development Policy and Poverty Reduction Strategy to help make public service delivery more responsive and inclusive of community needs on the ground.
As the women in Sameera’s village came together to form community, village and local level organisations, they identified the lack of a functioning school as their biggest issue. Sameera as the leader of the Local Support Organisation (LSO) in her area decided to call the assistant commissioner (AC). “I told him that the government appointed teachers do not show up and the abandoned school building is collapsing,” Sameera narrates. The assistant commissioner promised to visit the village.
The following week, the assistant commissioner arrived in the village with an entourage of government officials. Sameera was overjoyed. This was the first time in years that a government official had visited their village. “I could not believe that he had come because of my phone call. I felt so important,” she beams as she recalls.
The assistant commissioner ordered the local education department to appoint a teacher to the village school. Sameera requested the department to ask her old teacher Master Jamali if he would like to return to the village. So sixteen years after he had left his position at Goth Jan Mohammad Leghari the old teacher returned to teach his students’ children. It was a proud moment for both Sameera and Master Jamali who was now nearly sixty years old. Sameera chuckles, “The Master would joke that I had dragged him back to this godforsaken village.”
Master Jamali began classes at the once abandoned school building which quickly filled up with students. Today, 135 students are enrolled at the school, 72 of whom are girls. Eventually, the old Master retired earlier this year and another teacher took his place but with the members of the community organisation overseeing the functioning of the school, classes take place regularly.
Early last year, the members with support from the teacher wrote a letter to the education department asking for a new school building. The request was approved and construction began. Classes are now taking place in the newly constructed building which includes separate classrooms for boys and girls. Sameera says she feels indescribable joy when she sees groups of children walking towards the school each morning. “I am proud of what the women in my community have been able to achieve. Even the men respect us more and ask us to help them get things done,” she says with a smile.
A few kilometers away, in Union Council Silra, a suburban part of Shahdadkot, Parveen and other members of her community organisation managed to convince their local government to provide them with handpumps.
Parveen recalls spending her entire day worrying about water. Her husband worked as a wage labourer and like many others in the nieghbourhood, they could not afford to install a handpump in their house. On days when they had some cash, they would buy a few liters of water from a man who would bring water to the nieghbourhood on a donkey cart. On other days, Parveen and her children would stand in line to fill containers from a tap at a local mosque. “Water is everything. When you don’t have water, you can’t cook food, wash your clothes or go to the bathroom,” she says.
When the women in Silra formed a community organisation, they identified the lack of water supply as their biggest issue. They decided to visit the Chairman of the Union Council and ask for his support. “I was so nervous. I had never been to a government office before. The chairman is an important man and I worried that he would not pay attention to a group of poor women,” Parveen recalls.
But to her surprise, UC Chairman Abdul Jabbar Noor Ahmed was respectful and welcoming. “He even offered us soft drinks,” she quips. When Parveen told the chairman about the water shortages in the area to which the Chairman agreed and hand pumps were installed in the village.
With running water available, Parveen was able to get a bathroom constructed in her home. “Now I know how things get done and I plan on getting solar panels installed in our nieghbourhood,” she says.
Achieving things as a community has instilled a new sense of hope among the women in Silra. Since forming community organisations in 2017, they have been able to get dozens of women registered with NADRA, organise vaccination drives and pool resources to start small businesses. “We were just housewives once, thinking about ourselves and our families but now we think like a community,” she says.
